East Bay sewer lateral compliance: the EBMUD PSL rule and Berkeley's

If you sell, remodel above the valuation threshold, or change the water meter size on a property in Oakland, Alameda, Albany, Emeryville, Piedmont, El Cerrito, Kensington or Richmond Annex, you need an EBMUD Compliance Certificate showing the private sewer lateral is leak-free. Berkeley runs its own, similar program. The owner hires the contractor; EBMUD or the city witnesses a pressure test.

The rules at a glance

One row per jurisdiction, each linked to the official page it comes from and dated. Every statement on this page is checked against a verbatim quote from that source; a statement we could not match to its source is left out rather than paraphrased.

Selling in the East Bay: the order that saves a failed escrow

The certificate turns on one pass/fail event, a pressure test that an EBMUD inspector (or, in Berkeley, a city inspector) watches. A camera survey usually comes first because it tells the contractor whether the pipe can pass as it is. That video is for you and your contractor; EBMUD says its staff will not review it.

So the useful sequence for a seller is: find out whether your parcel already holds an unexpired certificate, get the lateral scoped early enough that a repair or replacement fits before closing, and decide with the buyer who carries the work, since the program leaves that to the two of you. How long the certificate lasts depends on what was done. A full replacement buys 20 years, a repair or a clean pass buys 7, which is worth weighing if the quote in front of you is for a spot repair on an old clay line.

How much of the pipe the certificate has to cover is not the same in every city in the program; EBMUD's FAQ singles out Alameda and Albany. Before pricing a job, ask the contractor to state which section the test will cover and whether that includes the stretch under the street, the deepest and costliest part to dig. For how other cities split the lateral, see who pays for the lateral.

What the soil does to a lateral here

The ordinance tells you what you have to prove; the ground tells you what you are likely to find. The USDA soil survey rates, for any address, how corrosive the soil is to iron and concrete pipe and how much it shrinks and swells, which is what cracks rigid clay joints. Enter the property address for the reading under it.

Check the soil under a East Bay address

USDA soil survey under the address: corrosivity to iron and steel pipe, shrink-swell movement, water table. No account required.

Usually 1โ€“3 seconds. The USDA service occasionally takes longer.

Common questions

Do I need a sewer lateral certificate to sell my house in Oakland?

Yes. Oakland is in EBMUD's regional private sewer lateral program, and a title transfer is one of the three triggers. The certificate comes from passing a pressure test witnessed by EBMUD; the buyer and seller negotiate which of them obtains it.

Does the EBMUD rule apply in Berkeley?

No. Berkeley runs its own separate program with its own certificate, required before close of escrow on a sale and before a building permit for major construction.

How long is an EBMUD compliance certificate valid?

Twenty years after a complete replacement; seven years after a repair or a pass with no work done.

Will EBMUD look at my camera inspection?

No. EBMUD staff do not review the video. Only the witnessed air or water pressure test decides whether the lateral passes.

Does a foreclosure sale trigger the requirement?

Title transfers to financial institutions resulting from foreclosure are not subject to the regional ordinance, according to EBMUD's program FAQ.

Sewer Line Record is an independent reference built on public records and published sources. It is not an inspection, and nothing here states that a specific sewer line is failing, safe or code-compliant. Rules change; the linked source is the authority, not this page. Checked 2026-09-23.

Before the escrow clock runs out

Get the lateral scoped early, keep the footage, and know which test your city requires before you accept a replacement quote.

Independent reference ยท no obligation.

What a call is for

  1. Read the quote or the camera verdict together. What was actually scoped, where the damage is, what method is being proposed โ€” and whether you were given the footage.

  2. Read the public record. Soil corrosivity and shrink-swell under the address from the USDA survey, and whether your city makes the lateral your problem at all.

  3. Decide the next step. Sometimes a second camera scope from someone who does not sell repairs; sometimes a spot repair instead of a full dig; sometimes nothing.

Independent โ€” no obligation.
