St. Louis sewer lateral repair programs, city by city
In the St. Louis area the owner is responsible for the sewer lateral all the way to the MSD main, but most cities collect a small annual fee on the property tax bill and pay part of a lateral repair. What each program covers, how much it pays and who picks the contractor differs city by city.

How to use a St. Louis-area lateral program without paying twice
The City of St. Louis says the lateral is private property all the way to the MSD main. The programs add money. A small annual fee on the tax bill funds a city account, and the city pays some or all of a qualifying repair. St. Louis County runs its own program for unincorporated areas: once a licensed plumber or drain layer certifies a repair is needed, the county arranges it at no additional cost to the homeowner. The details that decide how much you recover in the cities are different in each one: the share it pays, the cap, whether the street section has a higher cap, and who hires the contractor.
The traps sit at the start of the process. Most programs require you to have the line cabled first, at your own expense, and several will not pay for routine clearing of roots or grease. Webster Groves and Overland bill the owner for the city's camera contractor if the inspection shows no defect. Florissant, Ballwin, Rock Hill and Brentwood say outright that the program is not for satisfying a home-sale contingency. Des Peres and Manchester charge an application fee. Read your city's row before you call anyone. Richmond Heights, for one, has you hire the contractor only after the city approves the repair.
Several programs ask you for bids (Webster Groves, Hazelwood, Bridgeton, Rock Hill, Brentwood, Creve Coeur). In Webster Groves, Hazelwood, Bridgeton and Rock Hill the city's share is figured from the lowest one. A higher bid you prefer costs you the difference. That makes an itemized quote (method, length, depth, permit, restoration) worth asking for before you pick one. What each line of a lateral quote should cover.

What the soil does to a lateral here
The ordinance tells you what you have to prove; the ground tells you what you are likely to find. The USDA soil survey rates, for any address, how corrosive the soil is to iron and concrete pipe and how much it shrinks and swells, which is what cracks rigid clay joints. Enter the property address for the reading under it.
Check the soil under a St. Louis address
USDA soil survey under the address: corrosivity to iron and steel pipe, shrink-swell movement, water table. No account required.
Usually 1β3 seconds. The USDA service occasionally takes longer.
Common questions
Does the city pay for my sewer lateral in St. Louis?
Not in general. The entire lateral from your home to the MSD main is private property. The City of St. Louis program is limited to properties of six or fewer units with taxes paid, and a break under private property rather than the right-of-way is the owner's alone and not eligible.
How much will my city's sewer lateral program pay?
It varies by city: for example, University City pays the first part of an approved repair up to its cap, Webster Groves pays 80% of the lowest bid up to its cap, Maplewood caps its contribution with the owner paying an offset plus 30%, Kirkwood covers 75% of the lowest bid, Chesterfield covers certain repairs up to its maximum, Ferguson currently pays 100% of an approved repair, Crestwood pays all authorized costs up to its cap and half above it, and Creve Coeur pays up to 70% to its maximum. Each figure and its source is in the table above.
I live in unincorporated St. Louis County. How does the county program work?
The homeowner hires a licensed plumber or drain layer to clear the blockage and diagnose whether repairs are needed. If they are, you submit the county's repair application with the plumber's certification, and the county arranges the repair at no additional cost to you.
Who can charge the sewer lateral fee on my tax bill?
Missouri law (RSMo 249.422) lets a city, town, village or the county for its unincorporated area adopt the fee if a majority of voters approve, capped per property of six or fewer units, with the money kept in a special account used only for lateral repairs.
Can I use the program to fix a lateral problem found in a home inspection?
Usually not. Ballwin does not cover defects found by a buyer's inspection without a qualifying history, and Florissant, Rock Hill and Brentwood say their programs are not intended to satisfy a home sale contingency.
Do I choose the contractor?
Depends on the city. Hazelwood pays its share to the contractor the owner selects based on the lowest of three bids, Richmond Heights has the homeowner hire a licensed contractor after approval, Florissant uses the city's own crew, Des Peres and Manchester send the city's repair contractor, Creve Coeur has the homeowner contract with and pay the contractor, and St. Louis County arranges the repair itself.
Sewer Line Record is an independent reference built on public records and published sources. It is not an inspection, and nothing here states that a specific sewer line is failing, safe or code-compliant. Rules change; the linked source is the authority, not this page. Checked 2026-10-03.

What a call is for
Read the quote or the camera verdict together. What was actually scoped, where the damage is, what method is being proposed β and whether you were given the footage.
Read the public record. Soil corrosivity and shrink-swell under the address from the USDA survey, and whether your city makes the lateral your problem at all.
Decide the next step. Sometimes a second camera scope from someone who does not sell repairs; sometimes a spot repair instead of a full dig; sometimes nothing.
